Energize-ECI Regional Planning District Mission Statement
The mission of the Energize-ECI Regional Planning District, Inc., as set out in Indiana Statute IC 36-7-7, is to serve the local governments of Blackford, Delaware, Grant and Jay counties by fostering a regional vision, providing collaborative leadership and professional services to develop effective solutions, and maximize economic development opportunities and benefit all citizens of the District. The District will: (1) provide a process for intergovernmental forums; (2) build relationships with state and federal governmental agencies; (3) seek funding for projects; (4) strategically plan for the future of the region; (5) manage the Comprehensive Economic Development Strategy Report / Plan (CEDS) as per Economic Development Administration (EDA) guidelines; (6) identify cooperative, collaborative and effective solutions to regional challenges and encourage their implementation; (7) help realize the shared vision of the four E-ECI RPD counties and their entities; (8) provide technical services and consultation to local governments; (9) manage the administrative duties of the District; (10) research, develop and communicate local and regional initiatives; and (11) collect and provide important data regarding the District.Welcome to Energize-ECI Regional Planning District
Founded in September of 2009, Energize-ECI Regional Planning District is designated by the State of Indiana and the Economic Development Administration (EDA) of the U.S. Department of Commerce as a multi-county regional planning district. The District serves the economic development, planning and grant development needs of Blackford, Delaware, Grant and Jay counties in East Central Indiana. The organization’s scope of work is defined by the State of Indiana, the EDA and participating counties. Energize-ECI Regional Planning District, Inc. is an independent government entity established under Indiana Statute 36-7-7 and is established as a not-for-profit corporation. The District operates under the direction of an Executive Board, representative Board of Directors, Executive Director and dedicated professional team. In 2011, Energize-ECI Regional Planning District, Inc. became a self-standing not-for-profit corporation.A primary goal of Energize-ECI Regional Planning District, Inc. is to assist local governments with economic development, planning matters, strategic thinking and securing grants. One of the District’s annual requirements is to complete the Comprehensive Economic Development Strategy (CEDS) Report / Plan for the four counties and region. This in-depth report / plan assesses the issues and capital projects important to the growth and development of the communities of the four counties and serves as a planning document for the communities, counties and District.
The District’s management of the Comprehensive Economic Development Strategy (CEDS) Report / Plan, grant procurement services and strategic planning programs are funded by a per capita participation fee based on the populations of each member county or community entity plus a Planning Grant from the EDA. This fee is established in Indiana State Code IC 36-7-7. The District may also receive fees for providing services such as grant research, grant writing, grant administration and technical assistance. Another important element of the Energize-ECI Regional Planning District, Inc. scope of work involves project development services relating to the specific needs of local government entities. The District maintains close two-way contact with elected officials, community leaders, economic development directors and local residents to ensure a current awareness and team approach to regional concerns and opportunities.

E. Roy Budd

Executive Director
Mr. Budd founded Energize-ECI, Inc. (a 9-county regional economic development partnership) in 2005, where he serves as Executive Director This organization launched Energize-ECI Regional planning District, Inc. as an independent entity. Prior to that, he founded Solutions, Inc., a workforce and economic development consulting firm in Boston, MA. Mr, Budd is the former President/CEO of Opportunity, Inc. in Hampton Roads, VA, the Commonwealth’s largest workforce development program. He holds BA and MA degrees from Virginia Commonwealth University and a Master of Business Education degree from Virginia State University. Mr. Budd is a Certified Master Consultant credentialed by Business Retention and Expansion International and holds certification from the Economic Development Institute at the University of Oklahoma. He has published articles on workforce development and economic development. He serves on the boards of several related organizations.
Brad Bookout

Brownfields Development Manager
Brad Bookout is the Brownfields Development Manager for the Energize-ECI Regional Planning District. He is dedicated to managing brownfields redevelopment projects in the four county regional area. Brad has significant experience with brownfields assessment, clean-up, and redevelopment projects; conducting competitive procurements; ensuring contract compliance; and meeting the requirements of cooperative agreements. From 1994 to 2009 he owned and operated a private land development and homebuilding business in East Central Indiana. He served for six years as a Delaware County Councilman, with two years as President of the body; He also has served as a member and acting staff person for the Delaware County Redevelopment Commission and Assistant Director of Business Development for the Muncie-Delaware County Economic Development Alliance. He has extensive grant writing and special project financing experience. Within the last two years, Brad secured over $51 million in grants and special project financing for East Central Indiana and helped to create over 1,300 new jobs.

Program Development Coordinator
Ms. Price joined the team at Energize-ECI Regional Planning District in June of 2011, bringing with her two decades of experience with local, state and federal government. During her tenure with the Muncie-Delaware County Chamber of Commerce, she served as the Community & Government Relations Director, spearheading the Chamber’s efforts to work with all levels of government on behalf of their members. Previous experience includes working for the Chair of the Lee County (Florida) Board of County Commissioners, and for then-U.S. Congressman Porter Goss. Price has successfully secured grants from local, state and federal agencies for a wide variety of projects.

Tom Farris

Project Coordinator/Manager
Farris assists with District operation, grant work and CEDS management. He served as project lead to establish the District, served as project lead for the development of an EB-5 Visa Regional Investment Center and other regional ED projects. Farris has worked as a consultant for Energize-ECI, Inc. since 2005. He holds a BS degree in marketing and economics from Ball State University, and has completed graduate work in marketing and economics. Farris is a 2009 graduate of the Economic Development Academy accredited by the International Economic Development Council. He has served in executive positions in the marketing communications and business development industries for more than four decades, a background he finds useful in managing economic development activities. Farris has been accredited by the Office of Community & Rural Affairs (OCRA) as a Grant Administrator.
